Foreword, Mission & Objective



In view of the increasing demand for quality management of different built environment that covers residential, commercial, industrial and public sectors, the Macau Management Association (MMA) believes there are substantial benefits to introduce Facility Management (FM) to the community in Macau and has therefore linked up with FM professionals to establish a Facility Management Development Centre which is in alignment with the Association’s ideology of “Better Management for better future”. FM is considered a contemporary management discipline that has over 25 years of history worldwide. Facility Management integrates both art and science that adopts the principles and techniques of business administration, architecture, engineering and social science. Facility management covers the long term strategic planning as well as daily operations to enable optimization of resources in support of an entity’s core activities leading to the successful achievement of its vision and mission. 


 

With the booming economy of Macau and rapid development of various facilities in recent years, it is considered that a gap exists in between the construction of facilities and subsequent management of these diversified and sophisticated built assets both in terms of engineering services installations, repairs and maintenance of equipment, quality management, emergency response, customer services management and other mission critical activities. The introduction of FM by the MMA through the Facility Management Development Centre (FMDC) is to advance the facility management profession by providing related FM services, products, standards, resources and opportunities to all concerned. 

FMDC Introduction


The FMDC is one of the proactive actions taken by the MMA in response to the present and future needs of the Macau community. FMDC aims to provide independent professional advice, technical support and knowledge transfer to all those in the community who are looking for best-in-class management of their facilities. Major objectives of the FMDC include the development of customized management practices for major industries in Macau, as well as to establish performance standards and industry specific management framework through customized survey, research and benchmark of international best practices. In order to enable the transfer of knowledge to different level of people, certificate training programmes, supplemented by other specific professional development and learning activities will be delivered.



 
  • Promote the concept and awareness of the application of facility management;
  • Identify, through systematic and scientific research and survey, the needs of the community in the use of appropriate FM techniques and know how;
  • Provide a focal point for professional exchange of views and opinions on FM;
  • Develop linkage, forming strategic alliance and even into partnership with international professional bodies with a view to strengthening and continuous advancing the skills and knowledge in the practice of FM. 




FM is known to be industry specific, it is commonly divided by industry that has unique characteristics.  The followings are some of the more commonly known industries that FM have played a crucial role:

To assist and facilitate an organization to meet its challenges, goals and objectives, consultancy service is one of the most common, direct and cost effective means.  With over 25 years of industrial experience in FM related planning, operations and management, and more than 15 years of successful track records in the delivery of FM consultancy services, Dr. Oscar Chan, Director of the FMDC is the lead consultant who is in charge of the activities of the FMDC.  As FM covers a wide spectrum of industries and work activities, based on specific nature of activities of the respective clients, a data bank containing qualified consultants from specialized fields could be identified and arranged to perform consultancy services to meet specific clients’ need especially in areas of setting work standards and procedures, formulating strategic FM related improvement or providing creative problem solving techniques.



In addition to the fundamental needs of meeting the corporate vision and mission of an entity, to achieve cost effectiveness and operation efficiency, any organization that aspires to become an industry leader in managing its built environment would probably benefit by adopting good FM practices.  Apart from the generic FM skill, an organization would be able to achieve continuous improvement through measuring their performance by making reference to local and or international industry standards and best practices.

What is FM


According to the definition given by the International Facility Management Association, the leading organization in Global Facility Management, “Facility management is a profession that encompasses multiple disciplines to ensure functionality of the built environment by integrating people, place, process and technology.” FM adopts the most direct and effective means in facility planning and operations, enhances the work process of specific industry through customized design, proper planning and maximize utilization of resources. FM emphasis on life cycle management so as to achieve maximum value of different assets, as well as to ensure the proper functionality of the built environment. FM’s involvement begins from the pre-construction stage throughout the normal life cycle till eventually disposal of the asset, aiming at maximizing user satisfaction as well as increasing the asset value for owners. 

Benefit of FM


FM contributes to an entity’s overall management framework using a systematic and scientific management approach, resulting in standardization of process and procedures which are critical to the successful delivery of short term base line functional performance.  In line with the mission and core business activities of the entity, FM further enables the formulation of long term strategic planning of facilities to achieve competitive advantage through customer relationship management, facilitate senior management to use operational data and analysis reports in identifying mission critical issues, preventing recurrent of errors, thus leading towards continuous improvement. 

International FM Organizations


Among the few global FM organizations, the International Facility Management Association (IFMA) is the largest and most widely recognized professional association for facility management, supporting more than 18,500 members.  The Association's members are represented in 125 chapters, 15 councils and one Special Interest Group (SIG), in 60 countries worldwide.  Globally, IFMA certifies facility managers, conducts research, provides educational programs, recognizes facility management degree and certificate programs, organizes World Workplace, the largest facility management-related conference and exposition worldwide.
IFMA adopts the regional chapter concepts in order to better meet the local needs.  In addition to the North American chapter, there are European, Australian and Asian chapters that consist of countries within that region.  The Hong Kong chapter was established in 1992, IFMA chapters in Japan, Korea, Singapore, India and others were also established.  In the Peoples’ Republic of China, IFMA signed an agreement in 2006 to start the professional development training of FM. In March 2007, the Minister of Labor and Social Security has approved the FM certification in China.

Center this year the focus of the work includes:
For the government of the Macao special administrative region public departments and organizations to implement energy management plan center by the Macao SAR government energy development office commissioned to carry out the plan, to assist the government to implement energy management so as to achieve to save energy and improve efficiency as the ultimate goal, main work includes the main is to assist in planning public departments or institutions to establish a set of energy management system and energy management team, is responsible for the overall, coordinate, implement and evaluate the department of energy management. Through participation in the project plan, make all involved departments or institutions will be established and the management ability, can use situation of supervision and management departments, continuous improvement, improve the efficient use of energy, put an end to waste.As a new development area for energy conservation and research center by the Macao SAR government energy development office commissioned to carry out the plan, in the hope of providing the new development area (such as new reclamation area, the old district reorganization, etc.) design planning stage can be used to improve the efficient use of resources and energy saving measures, for the relevant departments to formulate policy in the future when used as a reference,? To help the Australian overall energy efficiency.
In addition to the above research plan, the center also helped macau institute of management related facilities management training courses, including facilities management practice certificate courses and facilities management professional manager certification courses.
